Irvine, CA, (July 19, 2021) – Orange County United Way is proud to announce the election of four new members to its respected board of directors:
- Ann Johnston, Psomas
- Bill Maurer, University of California, Irvine (UCI)
- Victoria M. Rixon, Truist Wealth
- Ryan R. Smith, PricewaterhouseCoopers LLP (PwC)
These four new board members were elected at the United Way Annual Meeting on June 18, 2021. Each will serve a three-year term beginning July 1, 2021, through June 30, 2024.

Parks, President, and CEO of Orange County United Way. “Each individual brings a unique perspective and expertise, and we are looking forward to the collaboration of these driven professionals to advance our organization and positively impact the community.”
Ann Johnston is the Team Leader of Resource Management and a Principal of Psomas. During her 29 years of experience, Johnston has focused on finding solutions to development challenges where potential impacts to biological resources may occur, and on the assessment and integration of biological data into environmental documentation.
Johnston has worked closely with Orange County organizations such as Orange County Public Works and the Transportation Corridor Agencies as well as having extensive volunteer and board member experience. She currently works with Women’s Transportation Seminar, WTS-Orange County Girl’s Engineering Day, International Right of Way Association, and serves on the Psomas Board of Directors.
Bill Maurer currently serves as the dean of the School of Social Sciences at UCI, and is a cultural anthropologist who studies the relationship between culture and technology. He also directs the UCI Institute for Money, Technology, and Financial Inclusion and conducts research to explore the relationship between financial technology, financial wellness, and economic justice. Maurer has published on topics ranging from offshore financial services to the future of money.
As a successful researcher, Maurer has been supported with several grants from the National Science Foundation, the Russell Sage Foundation, and other sources. He was appointed to the Board of Behavioral, Cognitive, and Sensory Sciences of the National Academy of Sciences in 2015 and was named a fellow of the American Association for the Advancement of Science in 2016. He is also a Fellow of the Filene Research Institute, a nonprofit think tank that serves the credit union system.
Victoria M. Rixon currently serves as the Director for the Western Division of Truist Wealth, where she manages a team of professional wealth advisors in both California and Texas. Rixon has served as the Managing Director for J.P. Morgan as well as a Senior Leader at Bank of America.
She has garnered extensive experience beyond the aforementioned throughout her thirty years in private banking and wealth management.
Rixon currently serves on the Lynn University Board of Trustees and has supported many local community organizations including United Way.
Ryan R. Smith works as an audit partner at the global accounting and consulting firm, PwC. He has 20 years of experience serving clients in the technology, aerospace, defense, automotive, consumer products, and life science industries.
In addition to serving his client base at PwC, ranging from pre-revenue, high growth private start-ups, to large multinational private companies, Smith leads the Orange County Core Assurance practice, where he is responsible for managing client relationships, risk management matters, and the development of partners and staff residing in the Orange County office.
Orange County United Way also re-elected three officers for an additional two-year term. The officers, who include Steve Churm as Chair, Tam Nguyen as Vice Chair and Timothy S. Clyde as Secretary, will serve from July 1, 2021 through June 30, 2023. Additionally, Ben Alvarado was newly elected as Treasurer for a two-year term.
